The compatibility between strategic organisational orientation and prevailing organisational culture is one of the most decisive factors for successful strategy implementation. Based on the premise that targeted personnel placement influences organisational culture, an instrument for assessing quality orientation in middle management was developed.
The aim of this thesis is to present the Heine Scale for Managerial Quality Orientation (HSMQ)’s empirical development and validation process. The HSMQ serves as an indirect measurement instrument for quality orientation in middle management and is motivated by findings from previous research, which identifies organisational culture as one of the main explanatory variables for failure in strategic change processes. In the formation of organisational culture, the role of middle management is considered especially relevant and therefore it was chosen as the target group for development of this instrument. After consideration of a meta-analysis regarding methods in personnel selection, the Situational Judgment Tests (SJTs) method was selected to approach this issue. The overall research objective is the development and validation of an instrument for assessing quality orientation in middle management through a construct-based Situational Judgment Test. The first version of the HSMQ was derived in an iterative process and with the support of subject matter experts in the field of Quality Management.
Two empirical studies were conducted using the first version of the HSMQ, which consisted of a total of 15 situational descriptions, each with five response options. The first study with a sample size of 71 individuals primarily served the purpose of pilot testing the materials. In the second study, two organisations with a total sample size of 845 individuals, including middle managers and their respective employees, participated. The thesis presents the statistical results with regard to item analysis and correlation analyses of HSMQ score with departmental quality culture, resilience, and conscientiousness. Furthermore, the relationships between departmental quality culture and the three outcome variables perceived departmental quality performance, overall job satisfaction, and employee work engagement are examined. The HSMQ’s practical application is especially relevant for management training in organisations within the manufacturing industry that have a strategic focus on quality.
